On June 28, 1863, Confederate Maj. Gen. Jubal A. Early’s Division entered York, Pennsylvania, a thriving town of over 8,600 residents, and remained for the next two days. York’s Chief Burgess, David Small, and a self-appointed Committee of Safety formally surrendered their defenseless town and complied with Early’s demand for food, clothing, and $100,000, though they only managed to scrounge up $28,600. In exchange, Early promised not to loot or destroy the town. Local citizens and Confederate soldiers freely mingled, though not without acrimony, until Early and his men departed for Gettysburg.
